This report was jointly prepared by two institutions forming CEMOT; namely, Tanzania Civil Society Consortium on Election Observation (TACCEO) and Tanzania Election Monitoring Committee (TEMCO).

INTERIM REPORT


  1. INTRODUCTION
         The 2015 general election in Tanzania is the fifth after re-introduction of multiparty politics. This election is held in accordance with the Constitution of the United Republic of Tanzania (1977) and the Zanzibar Constitution of 1984 together with accompanying legislations on both sides. The general election if for the election of the President of the United Republic of Tanzania, Members of the Parliament, and Councilors; and in Zanzibar, voters also elect the President of Zanzibar and Members of House of Representatives.

REPORT SIX | 2015 Elections Media Monitoring Report

Introduction



Media monitoring has been a core activity of the Council and thus it was found to be prudent for it to specifically monitor general election slated for October 2015. A number of national print and electronic media outlets were sampled for this exercise. Sampled newspapers for this project are Zanzibar Leo, Daily News, The Guardian, The Citizen, Habari Leo, Nipashe, Mwananchi, Uhuru, Tanzania Daima, Mtanzania, Raia Tanzania, Jambo Leo, and Majira whereas electronic media outlets sampled are Star TV, TBC1, ITV, Radio One, TBC Taifa, Clouds Fm, Radio Free Africa, Azam TV and Channel Ten. On the electronic media outlets all programmes related to elections are monitored including news bulletins.

UTANGULIZI

Uchaguzi Mkuu wa mwaka 2015 ni uchaguzi wa tano tangu Tanzania tuliporejea kwenye mfumo wa vyama vingi. Uchaguzi huu unafanyika kwa kuzingatia Katiba za Jamhuri ya Muungano (1977) na Katiba ya Zanzibar 1984 toleo la 2010 pamoja na sheria zinazosimamia uchaguzi za pande zote mbili. Uchaguzi mkuu unahusisha kuchagua Rais wa Jamhuri ya Muungano, wabunge, madiwani, Rais wa Zanzibar na wajumbe wa Baraza la Wawakilishi.

The Election Observer Missions of the Commonwealth headed by His Excellency Dr Goodluck Jonathan, the Southern African Development Community (SADC), headed by the Honorable Oldemiro Baloi, Minister of Foreign Affairs and Cooperation of the Republic of Mozambique, the African Union, headed by His Excellency Armando Guebuza, the European Union headed by Ms Judith Sargentini, observed the voting and counting processes across the United Republic of Tanzania on 25 October 2015.

CEMOT imefuatilia kwa ukaribu jinsi utaratibu wa kutoa matokeo unavyoendelea.

  1. Hadi sasa Tume ya Taifa ya Uchaguzi (NEC) imetoa taarifa za majimbo zaidi ya 220 ambayo ni zaidi ya asilimia 80%
  2. Akinukuliwa na vyombo vya habari, mgombea Urais kwa tiketi ya CHADEMA Edward Lowassa ametangaza kuyakataa matokeo yote yaliyotangazwa na NEC. 
  3. Kwa upande wa Zanzibar, Mwenyekiti wa wa Tume ya Uchaguzi wa Zanzibar (ZEC) ametangaza kufuta matokeo ya Uchaguzi ya Urais wa Zanzibar.

Taarifa hizi zinatokana na ripoti za waangalizi 717 kwenye vituo vya kupiga, kuhesabu na kutangaza kura, hadi  saa kumi na moja jioni, tarehe 27, Oktoba. Takwimu zote ni za awali, zinaweza kubadilishwa kadri ripoti za waangalizi wengine zitakavyoingia.


These figures come from reports of 717 observers in polling stations, counting centres and around the announcement of results, collected up to 5pm on October 27th. The data are preliminary figures, and may be subject to later changes as more observers submit reports.
