Adherence to election rules by campaigns
- Observers report that very few campaign rallies begin before the permitted time of 8am
- However, 31% of observers report witnessing or hearing of campaign rallies that ended after the permitted time of 6pm
- There are few reports of incidents of violence or intimidation
- However, one in five observers reports witnessing or hearing of incidents that indicate or suggest corruption
- Three in ten observers report witnessing or hearing of incidents of CCM representatives offering inducements to voters
- A similar number report witnessing or hearing of CCM bussing or ferrying people to rallies
- In both cases, reports of similar activities by representatives of UKAWA or other parties are substantially lower

- Over one third of observers report witnessing or hearing of use of abusive and/or defamatorylanguage (38%) and vandalism of campaign materials (39%)
- There are very few reports or CSOs or FBOs campaigning in favour of particular parties, or of campaigns taking place in places of worship
- There is some evidence of misuse of state resources, with 9% of observers reporting that they have witnessed or heard of civil servants campaigning, and 14% reporting use of state resources in favour

- There is no evidence that the level of campaign abuses (violence / intimidation; indications of corruption; vandalism of materials) have increased or declined over the election campaign period
