On October 6, 2015, CEMOT (Coalition on Election Monitoring and Observation in Tanzania) deployed 60 data clerks in various regions to support Long Term Observers (LTOs) in the training of more than 8,000 Short Term Observers (STOs). The main purpose was to equip STOs with skills on how to use mobile phone applications to fill structured questionnaires. The use of short messages (sms), STOs and LTOs will facilitate the sending of timely information to the Tanzania Election Observation Centre in Dar es Salaam.

CEMOT provides timely updates on the electoral processes, which are later processed, analyzed and jointly communicated to election stakeholders. The CEMOT ICT platform provides space for constructive engagement between election stakeholders, who disclose anomalies and risks associated with management of the electoral processes on time, as well as provide reliable feedback, through which EMBs and other authorities can gather and verify information and provide timely response to emerging issues, thus help maintain public trust and confidence in the electoral process.
In order to accomplish its mission, CEMOT works with various election stakeholders including:
- Election Monitoring Bodies (EMBs) such as: the National Electoral Commission (NEC), Zanzibar Electoral Commission (ZEC), Tanzania Police Force, Commissioner of Police, Zanzibar, Registrar of Political Parties , Prevention and Combating of Corruption Bureau (PCCB), Zanzibar Anti-Corruption and Economic Crimes Authority (ZAECA), Attorney General (AG) and the Tanzania Communication Regulatory Authority (TCRA).
- Media houses, journalists, editors and media owners.
- Other domestic and international observers.
- Mobile phone companies Vodacom, Zantel, TiGo and Airtel.
