According to my observations, CCM seems to have trust in the NEC, and indeed the electoral process CHADEMA/UKAWA has some doubts about NEC. They appear to believe that it's pro-government. Well. We have to understand their fears. It is said; he who pays the piper chooses the tune. And our elders have counselled: you don't chop off the hand that feeds you! NEC has an uphill task to prove its independence and impartiality! If the opposition is bent on “protecting" its votes, that does not augur well for the election. I believe that law was enacted to ensure fairness, security and avoidance of dirty /tricky games which would discredit the process. Presence of local and international observers, party agents etc. are probably enough as security cover. Governments in the present times would generally want a credibility accolade, especially from outside observers.
